Privacy Policy
This Privacy Policy explains how PAC Yard, operated by Nine Roars LLC (“PAC Yard,” “we,” “us”), collects, uses and shares information through pacyard.com and the PAC Yard platform (the “Service”). It should be read with our Terms of Use.
Our role
PAC Yard provides technology to political committees (“Committees”). We play two roles:
- For Committees’ supporter data, such as contributors, volunteers, event attendees and subscribers, each Committee decides what it collects and how it is used. PAC Yard processes that information on the Committee’s behalf and according to its instructions. The Committee’s own privacy policy governs how it uses your information.
- For our own account holders and site visitors, PAC Yard decides how information is used, as described in this policy.
Information we collect
- Account information: name, email address, phone number, login credentials and role within a Committee.
- Committee information: committee name, FEC or state identification numbers, treasurer and officer details, and banking and payout details.
- Contributor information: name, mailing address, email, phone, occupation, employer, and contribution amounts and dates. Committees are required by law to collect and report much of this information.
- Payment information: handled by our third-party payment processors. PAC Yard does not store full card numbers.
- Communications: messages you send us or send through the Service, and your communication preferences.
- Technical information: IP address, browser and device type, pages visited and server logs, used to operate and secure the Service.
Cookies and local storage
pacyard.com uses your browser’s local storage to remember display preferences, such as your light or dark theme choice. We do not use advertising or cross-site tracking cookies on pacyard.com. If we add cookies for sign-in or analytics, we will update this policy.
How we use information
- to provide, maintain and secure the Service;
- to process contributions and payouts on Committees’ behalf;
- to help Committees meet their recordkeeping and reporting obligations;
- to communicate with account holders about the Service, billing and security;
- to prevent fraud, abuse and prohibited contributions; and
- to comply with law and respond to lawful requests.
Public disclosure of contributions
Federal and state law require Committees to report information about many contributors to the FEC or state election authorities, and these reports are made public. For federal committees this generally includes the name, address, occupation and employer of anyone whose contributions to a committee total more than $200 in a calendar year. Federal law prohibits anyone from selling contributor information copied from FEC reports or using it to solicit contributions or for commercial purposes.
How information is shared
PAC Yard does not sell personal information. We share information only:
- with the Committee you interact with, such as the Committee you contribute to, volunteer for or subscribe to;
- with service providers that help us run the Service, such as our hosting provider and payment processors, under contracts that limit their use of the information;
- with government authorities when required for a Committee’s legal reporting, or when we are legally required to respond to subpoenas, court orders or other lawful requests;
- to protect rights and safety, including to prevent fraud or prohibited contributions; and
- in a business transfer, such as a merger or acquisition, subject to this policy.
Data sharing between Committees
Each Committee controls its own supporters’ information, and PAC Yard keeps each Committee’s data separate. PAC Yard does not share one Committee’s supporter information with another Committee on its own initiative. Any sharing of your information between Committees, such as list sharing, joint fundraising or co-sponsored events, is governed by each Committee’s own privacy policy and terms of use and by what you accepted when you gave your information to that Committee. To understand or limit how a Committee shares your information, review that Committee’s privacy policy or contact the Committee directly.
Nonpartisanship
PAC Yard is nonpartisan. We do not use the information we hold to support or oppose any candidate, party or Committee, and we apply this policy the same way to every Committee regardless of its politics.
Hosting and data location
The Service is hosted on Microsoft Azure, and information is stored and processed in data centers in the United States. If you access the Service from outside the United States, your information will be transferred to and processed in the United States.
Security
We use administrative, technical and physical safeguards designed to protect information, including encryption in transit, access controls and monitoring. No system is completely secure, and we cannot guarantee absolute security.
Retention
We keep information for as long as needed to provide the Service and as required by law. Federal law requires political committees to keep records for at least three years after the report that discloses them is filed, and state laws may require longer. Because of these requirements, contribution records may be kept after an account is closed or a deletion request is made.
Your choices and rights
- Communications: you can unsubscribe from emails using the link in each message, and reply STOP to opt out of text messages.
- Access and correction: account holders can review and update their information in their account settings.
- Requests: you may ask to access, correct or delete your personal information. For information a Committee controls, we will refer your request to that Committee or act on its instructions. Records that a Committee must keep by law may not be deletable.
- State privacy rights: depending on where you live, you may have additional rights under state law. We will honor applicable requests as the law requires.
Children
The Service is not directed to children under 13, and we do not knowingly collect personal information from them. Accounts are limited to people 18 and older.
Changes to this policy
We may update this Privacy Policy from time to time. We will post the updated policy on this page with a new effective date and, for material changes, give reasonable notice.
